The "ZBE" a low-emissions zone became effective on 1 January 2020 with the aim of reducing approximately a 15% the air pollution levels and the traffic levels in the city. The COVID-19 postponed the start of the penalty system until the 15th of September, when the fines will start to be imposed on the most polluting vehicles, with fines between 100 and 1,800 euros.

Barcelona’s ZBE covers an area of 95 square kilometres, which is delimited by the Ronda de Dalt and Ronda Litoral. The area includes the entire city of Barcelona, including L’Hospitalet and part of the municipalities of Esplugues, Cornellà and Sant Adrià de Besòs.

The vehicles affected, which will not be allowed to circulate in the ZBE, are all those that pollute, those that do not have the DGT label and will not be allowed to circulate from Monday to Friday from 7am to 8pm. At night, at weekends and on public holidays, the circulation of the most polluting vehicles will not be restricted.

The DGT has sent out the environmental stickers that correspond to each vehicle by letter and it is recommended that the sticker appears in the lower right-hand corner of the front window to facilitate the control of the Guardia Urbana, which, by using video-surveillance cameras installed in the city, will check the vehicle’s number plates and compare them with the DGT database in order to penalise those vehicles that do not comply with the regulations.

In the case of registering a new vehicle, it will receive the badge at the same time as the driving licence. The administrations offer various formulas to stimulate more sustainable mobility, incentives in the purchase of alternative energy vehicles, tax rebates, tolls and other tariffs linked to mobility.
